WATSAN Engineering

Watsan Engineering is water and sanitation, although more and more it is becoming more acceptable and appropriate to call watsan engineering WASH engineering.

In Papua New Guinea, Rural Water Supply and Sanitation Programme (RWSSP), the watsan engineering strategy is to have communities be a part of the planning and endorsement of RWSS designs. Using this approach, it is envisaged that solutions are more user friendly and function according to design life spans. Also because choice of water supply options will have differing capital and recurring costs, operation and maintenance is better managed by rural communities themselves.

To achieve our purpose for RWSSP, we have four expected outcomes and the way we measure these outcomes are with indicators, listed here under each of the outcomes.

 
 

APPROPRIATE TECHNICAL PLANS EXPRESS COMMUNITY INPUT, NEED AND LONG TERM CAPACITY TO OPERATE AND MAINTAIN TECHNICAL SOLUTIONS.

Communities participate and consider options associated with the final designs and long term impact of the technical solutions.

Community representatives participate in the final designs, specifications, choice of materials and labor inputs

Detailed technical designs are appraised by the PMU, before procurement occurs.

Technical experts/advisors employed during the design stage are involved in the supervision of works during construction.

Technical solutions meet the standards and guideline target as set out by the PMU, in terms of water quality, quantity and access

10 % cash contribution is paid in advance.

 
 
WATSAN CONSTRUCTION ACTIVITIES ARE IMPLEMENTED AS DESIGNED, BY COMPETENT PROJECT MANAGERS, TECHNICAL STAFF AND COMMUNITIES WITH THE RELEVANT KNOWLEDGE, SKILLS, ATTITUDE AND RESOURCES.
Project managers understand the importance of coordinating technical outputs to follow on from community participation in decision-making

Technical solutions are made fully accountable to the community by the watsan committee

Material suppliers are made aware of spare parts required by RWSSP phase I and II water supply and sanitation projects within the province

Technical staff are competent in the logistics of accountable materials delivery and storage

Technical staff are competent in construction supervision
 
     
     
IMPROVED SANITATION AND HYGIENE BEHAVIOUR CHANGE IS REFLECTED AS PHYSICAL BEHAVIOURAL CHANGES WITHIN THE COMMUNITY
     
Hand wash facilities exist at 90% of households (latrine or kitchen area)

Methods of water storage in households reflect efforts to prevent contamination

Household latrines show evidence of correct use and maintenance

Women agree that bathing occurrence has increased at the household level

Drainage problems are no longer an issue, especially after the rain

Baseline and impact survey data reflects sanitation infrastructure changes and health lower morbidity and mortality rates exist.
 
     

APPROPRIATE TECHNICAL SOLUTIONS ARE OPERATED CORRECTLY BY USERS AND MAINTAINED ACCORDING TO SCHEDULES

Women and children, and men are aware of water point limitations

Appointed caretakers are conversant with the operation and maintenance requirements of water points designated technicians are knowledgeable of how the water system functions.

And inventory of tools and spare parts exist with the watsan committee

Specialized technical service providers and suppliers of spare parts are known to the watsan committee

Maintenance schedules exist with the watsan committee
